Rigveda

Translation: Come together, speak together, let your minds be united. Just as the ancient gods accepted their respective shares from the same sacrifice, so should you accept wealth and resources.

Let us walk together, let us speak in harmony, let our minds be of one accord.

As the ancient gods shared their portions, so may we share our prosperity.

This constitution reflects the unity, service, and tradition of the Sreehatta Purahit Mandalee.

অধ্যায় - ১: সংগঠনের নাম প্রতিষ্ঠার তারিখ ও ঠিকানা

১.১ (ক) সংগঠনটির নামঃ বাংলায়ঃ শ্রীহট্ট পুরোহিত মন্ডলী; ইংরেজীতেঃ SREEHATTA PURAHIT MANDALEE
১.১ (খ) ঠিকানা: সংগঠনের একটি অস্থায়ী কার্যালয় যেকোনো সুবিধাজনক স্থানে স্থাপিত হবে। ভবিষ্যতে আর্থিক সক্ষমতা বাড়লে সিলেটে একটি স্থায়ী কার্যালয় স্থাপন করা হবে।
১.১ (গ) প্রতিষ্ঠা: ১লা আগস্ট, ১৯৯৬ খ্রিঃ।
১.১ (ঘ) সংগঠনটির মনোগ্রাম: Mandalee emblem
১.৬ (চ) প্রতিষ্ঠাতা সদস্য (১৯৯৬): সর্ব-স্বর্গীয় মুকুন্দ ভট্টাচার্য্য, সত্যেন্দ্র ভট্টাচার্য্য, গঙ্গেশ রঞ্জন ভট্টাচার্য্য, মিহির ভট্টাচার্য্য এবং বর্তমানে যারা আছেন তাদের মধ্যে উল্লেখযোগ্য হলেন সর্ব শ্রী মনোজ রঞ্জন চক্রবর্তী, নবীন কুমার ভট্টাচার্য্য, জয়ন্ত বিজয় চক্রবর্তী, যশোদা নন্দন চক্রবর্তী, জগৎজ্যোতি ভট্টাচার্য্য চন্দন সহ আরও অনেকে।

অধ্যায় - ২: বৈশিষ্ট্য

২.১ (ক) The organization is composed of Brahmin priests from the Sylhet division.
২.১ (খ) It is a social organization.
২.১ (গ) It is a non-political organization. The organization will not express any political views or objectives.
২.১ (ঘ) The organization will not have any subsidiary organizations.

অধ্যায় - ৩: উদ্দেশ্য

৩.১ (ক) To foster pure worship practices and a sattvic culture among members.
৩.১ (খ) To organize various social and cultural events.
৩.১ (গ) To publish magazines, religious booklets, etc.
৩.১ (ঘ) To celebrate all national events.
৩.১ (ঙ) To organize special religious ceremonies.
৩.১ (চ) To conduct priestly duties in society with moral integrity.
৩.১ (ছ) To increase self-knowledge about priesthood among all.
৩.১ (জ) To arrange training to develop new priests.
৩.১ (ঝ) To participate in and celebrate state events.
৩.১ (ঞ) To form district committees in the remaining districts of Sylhet Division and later upazila committees to expand activities to the grassroots.
৩.১ (ট) To honor individuals or institutions contributing to society.
৩.১ (ঠ) To help create new priests through necessary training for social welfare.
৩.১ (ড) To use technology in all organizational activities and to launch a website.

অধ্যায় - ৪: সদস্য হওয়ার যোগ্যতা

৪.১ (ক) All Brahmins of the Sylhet Division are eligible to become members of this organization.
৪.১ (খ) A member cannot appoint another Brahmin as a proxy more than twice a year.
৪.১ (গ) An applicant must become a member by filling out the application form with the recommendation of the General Secretary and the approval of the President (or Vice-President).
৪.১ (ঘ) One copy of a color photograph must be submitted with the application, and in the future, members must cooperate in creating a central database by providing their National ID and other information.
৪.১ (ঙ) In the future, members will help build a central database by providing NID and other information to the executive committee.

অধ্যায় - ৫: সদস্য ফি ও মাসিক চাঁদা

৫.১ (ক) Membership Fee (non-refundable): 200 Taka.
৫.১ (খ) General Member Monthly Subscription (non-refundable): 50 Taka.
৫.১ (গ) Executive Council Members' Monthly Subscription: 100 Taka.
৫.১ (ঘ) The monthly subscription must be paid regularly.
৫.১ (ঙ) A member can pay one year's subscription in advance if they wish.
৫.১ (চ) The monthly subscription and membership fee are subject to change if the majority of members agree.
৫.১ (ছ) Additional subscriptions or donations may be collected from members for special events.

অধ্যায় - ৬: সদস্য পদ প্রত্যাহার ও বাতিলকরণ

৬.১ (ক) Membership can be withdrawn, but no subscription will be refunded.
৬.১ (খ) Membership may be canceled if the subscription is unpaid for 6 months.
৬.১ (গ) Membership may be canceled by a majority vote if a member is involved in anti-organizational, anti-religious, or anti-state activities.
৬.১ (ঘ) If a member passes away.
৬.১ (ঙ) If convicted by a court.
৬.১ (চ) If a member is inactive or negligent in performing duties.
৬.১ (ছ) For re-admission, an expelled member must submit a new application with the membership fee and recommendations from at least two executive members, followed by approval from the President or, in their absence, the Vice-President.

অধ্যায় ৭: তহবিল ও ব্যাংক একাউন্ট

৭.১ (ক) লেনদেনের জন্য শ্রীহট্ট পুরোহিত মন্ডলীর নামে সিলেট শহরের কোনো নির্ধারিত যে কোন ব্যাংকে ব্যাংক একাউন্ট রাখা হবে।
৭.২ (খ) ব্যাংক একাউন্ট মণ্ডলীর তিনজন (সভাপতি, সম্পাদক, ট্রেজারার বা নির্বাহী কমিটির মনোনীত যে কোন সদস্য) এবং সভাপতি সহ যে কোন দুই জনের যৌথ স্বাক্ষরেই টাকা উত্তোলন করা যাবে।
৭.৩ (গ) ২০০০/= টাকার বেশি খরচের ক্ষেত্রে সভাপতি অনুমতি প্রয়োজন; ৫০০০/= বা তার বেশি খরচ হলে সভা থেকে অনুমোদন বাধ্যতামূলক।
৭.৪ (ঘ) হিসাব থেকে কোন অবস্থাতেই কোনোরোপ ঋণ (লোন) প্রদান করা যাবে না।
৭.৫ (ঙ) ট্রেজারার ও সম্পাদক বার্ষিক প্রথম সভায় অনুমোদিত সব হিসাব ও ভাউচার উপস্থাপন করবেন।
৭.৬ (চ) প্রতিটি সদস্য মণ্ডলীর হিসাব পরিদর্শন করার অধিকার রাখেন, তবে মিটিংয়ে উপস্থিত থেকে এবং তার নিজস্ব বকেয়া পরিশোধ থাকা শর্তে।
৭.৭ (ছ) প্রতিবছরের শেষ মিটিংয়ে ৩ সদস্য বিশিষ্ট অডিট কমিটি গঠন করা হবে এবং তারা পরবর্তী বছরের প্রথম মিটিংয়ে তাদের রিপোর্ট উপস্থাপন করবেন।
৭.৮ (জ) আর্থিক বছর ১ জানুয়ারি থেকে ৩১ ডিসেম্বর ধরা হবে।
৭.৯ (ঝ) সকল খরচ ভাউচারের মাধ্যমে করা হবে এবং প্রতিটি ভাউচার ট্রেজারার তৈরি, সম্পাদক যাচাই ও সভাপতি অনুমোদন করবেন। ভাউচার এর নমুনা নীচে দেয়া হলোঃ
৭.১০ (ঞ) খরচের হিসাব মাসিকভাবে রক্ষণাবেক্ষণ করা হবে।
৭.১১ (ট) The Treasurer/General Secretary can keep up to 5,000/= Taka in cash for the daily operations of the organization.
৭.১২ (ঠ) Donations from a person who is not a member of the organization can be accepted if it is a selfless donation.
৭.১৩ (ড) Fund Collection: The organization's fund can be collected in the following ways:
  • Member admission fees
  • Member subscriptions
  • One-time member subscriptions
  • Donations from any special person/institution
  • Grants from any special project/organization, foundation
  • Government grants
  • Receipts from special government projects
  • Any foreign donation or grant
  • Profit from bank deposits

অধ্যায় - ৮: সাংগঠনিক কাঠামো

The 3-tier structure of the organization is as follows:

  1. Advisory Council
  2. Executive Council
  3. General Council/General Members
৮.১ (ক) Advisory Council: An advisory council of 5 to 25 members will be formed with senior members and respected Brahmin individuals from society.
৮.২ (ক) Executive Council: All general members will elect a President, a General Secretary, and a Treasurer as per the proposal of a 5-member subject committee.
৮.২ (ক) ১ The positions of the 41 members of the Executive Council:
  • President: 1
  • Vice President: 1-10
  • Secretary: 1
  • Joint Secretary: 2
  • Assistant Secretary: 5
  • Treasurer: 1
  • Assistant Treasurer: 1
  • Office Secretary: 1
  • Organizing Secretary: 1
  • Assistant Organizing Secretary: 3
  • Information, Publicity & Editor: 1
  • Assistant Information & Publicity Secretary: 1
  • Cultural Secretary: 1
  • Assistant Cultural Secretary: 1

৮.২ (খ) The term of each executive committee will be 3 (three) years.
৮.২ (গ) Each executive committee will be formed within a specific time, and the new committee will take charge.
৮.২ (ঘ) The newly elected committee will announce the names of the full committee of up to 41 members for the next 3 years in their first meeting.
৮.২ (ঙ) Any member of the executive committee can be changed at any time within the 3 years for special reasons.
৮.২ (চ) If two-thirds of the members raise an undeniable objection against someone, or if involvement in anti-constitutional work is proven, the executive committee may be dissolved or the specific member expelled.
৮.২ (ছ) Responsibilities & Duties:

President: Besides presiding over meetings, the President will represent the Mandalee in all social and state matters.

Secretary: Besides conducting meetings, he will coordinate with everyone and handle all official communications.

Treasurer: Besides maintaining all accounts, he will collect subscriptions from everyone on time and deposit them in the bank.

Organizing Secretary: He will always be engaged in strengthening the organization.

Joint Secretary / Assistant Secretary: They will assist the Secretary. In the absence of the Secretary, they will perform his duties based on seniority.

Other subject-specific secretaries will contribute to the progress of the Mandalee by working in their respective areas. Members will assist the executive committee with various suggestions.

৮.৩ (ক) General Council/General Members: All members other than the members of the executive committee will be considered general members. These general members will elect the members of the executive committee.
৮.৪ (গ) No member of the executive council can hold the same post for more than two terms or 6 years, but he can be a candidate again after a break of one term.

অধ্যায় - ৯: সাধারণ সভা ও কার্যক্রম

৯.১ (ক) The Secretary/Organizing Secretary will call a meeting with the President's permission. Notice must be given at least 1 week in advance.
৯.১ (খ) At least 4 meetings of the executive council must be held per year.
৯.১ (গ) An Annual General Meeting with all members will be held at least once a year. Any amendment to the constitution, annual budget, and income-expenditure account will be approved in this meeting.
৯.১ (ঘ) The President will preside over every meeting. In his absence, one of the Vice-Presidents present will preside.
৯.১ (ঙ) Every member must be present at the meeting.
৯.১ (চ) A member must attend at least 2 meetings per year, otherwise their membership is subject to cancellation.
৯.১ (ছ) For quorum, the presence of 20% or 1/5 of the members of the general meeting or executive committee is essential.
৯.১ (জ) The President can call an emergency meeting with a 1-day notice for urgent needs.
৯.১ (ঝ) Any called meeting may be canceled for special reasons such as death of a member or family member, public holiday, strike, or political unrest.
৯.১ (ঞ) The executive committee must take steps to form the next committee within its term. After the term, a 1-month extension can be taken. Thereafter, the council is dissolved and a 5-member ad-hoc committee must complete elections within 3 months.
৯.১ (ট) The President may resign at any time and hand over responsibility to the senior Vice-President. The President may also dissolve the executive committee with the consent of at least 5 senior members.
৯.১ (ঠ) Special General Meeting: The President can call a special general meeting for any special reason with a 7-day notice including the agenda.
৯.১ (ড) Adjourned Meeting: An adjourned general meeting due to lack of quorum must be completed within the next 15 days with a 7-day prior notice. If quorum is still not met, the meeting will be held with the present members.
৯.১ (ঢ) Requisition Meeting: If the President/Secretary does not call a meeting according to the constitution, at least 2/3 of the total members can nominate a convener and apply for a requisition meeting.

অধ্যায় - ১০: গঠনতন্ত্র সংশোধন

১০.১ (ক) Any article/section or sub-section, rule of the constitution can be amended, added, or revised with the support of at least a 2/3 majority vote in a general meeting.
১০.১ (খ) Notwithstanding anything contained in this constitution, in case of emergency, the organization will be governed under the Ordinance No. 46 of 1961 and the prevailing laws of the country.

অধ্যায় - ১১: বিবিধ

১১.১ (ক) If any member of the executive or advisory committee faces any civil/criminal case for any action taken in good faith in the conduct of the organization's activities, the organization will provide all kinds of assistance, including financial support according to its capacity.
১১.১ (খ) All members of the executive council will stand by any member of the organization in their troubles and problems.
১১.১ (গ) All members of the organization will always strive for its development.
১১.১ (ঘ) All members of the executive council will be committed to working selflessly.
১১.১ (ঙ) For any complaint, grievance, or suggestion, the executive council must be contacted.
১১.১ (চ) There will be no internal conflict among the members that adversely affects the organization.
১১.১ (ছ) It is the duty of all members to participate in and cooperate with all the work of the executive council.
১১.১ (জ) Any member can present their opinion in the interest of the organization at a meeting of the executive council with the permission of the President.
১১.১ (ঝ) No-Confidence Motion: Any member can bring a no-confidence motion against any officer of the executive council on grounds of any misuse, irregularity, or misconduct. The allegation must be proven and must be supported by the required number of members. Any member can bring a no-confidence motion on the basis of the following allegations. The motion must be supported by 2/3 of the members.
  • Irregularity or misuse of the Mandalee's funds
  • Abuse of power or authority
  • Activities contrary to the interests of the organization
  • Allegation of moral weakness
  • Inciting internal disorder or turmoil
